$3.6 billion needed to assist
vulnerable individuals in 2023
LCRP funding prioritizes food security

Meeting the urgent needs of vulnerable individuals requires a total funding of $3.6 billion in 2023, according to the newly published update of the Lebanon Crisis Response Plan (LCRP). The assistance targets 3.2 million individuals, including 1.5 million citizens, 1.5 Syrian refugees, 180,000 Palestinian refugees in Lebanon, and 31,400 Palestinian refugees from Syria.
The food security and agriculture sector, whose financing needs total $1.3 billion, tops the funding requirements, followed by basic assistance of $494 million, and the education sector with funding requirements of $363 million. This shows a structural difference compared to 2022 where the education sector received most funding, followed by basic assistance, and food security.
Females account for almost half the number of assistance-targeted individuals. The food security and agriculture assistance targets around three million individuals, basic assistance targets 2.3 million individuals, and education targets 740,000 individuals.
The amount of funding received under the LCRP since 2012 reached $9.3 billion. In 2022, only 35 percent of the sought out funding was received.
LCRP is a joint plan between the government and 118 United Nations and non-governmental organizations updated annually to specify the value of assistance required to address the needs of vulnerable residents and refugees.
